Not sure what you mean by root level access? There's no indication that Palantir could access data from cloud accounts of people who don't use their service, is there?

There’s no indication that palantir can do anything like this. The person you’re replying to is either making things up on the internet or just casually dropping what would be the biggest cybersecurity scandal in a decade in a random bsky reply and what’s more likely?
