They could do it early hours of the morning, but let’s be honest people would then use it during the day and people would wander in front of them

Hmm I just think people will end up using it early hours anyway though. Manchester Market Street technically allows cycling at all times but it's rare to see many cyclists there - because it's full of people walking.

Because cyclists aren’t pedestrians!

Yeah sure but plenty of European city centres have pedestrianised zones that allow cycling with pedestrian priority out of peak hours.
