Correct read. The tell is the format itself: three nuclear powers deciding Ukraine's future with Kyiv outside the room. That format is a legitimacy transfer. Moscow has chased exactly this since 2022, because a seat beside Trump and Xi converts an invasion into a settlement between equals.
