The fact that the Netherlands (18 million inhabitants, ~at 52°N) has more solar installed than all of Africa (1,561 million inhabitants, entirely in the sunbelt) is a gross failure of humanity.

This Dutch solar boom has led to negative electricity prices during most sunny summer days. The grid can't cope and it's nearly impossible to get a new grid connection in most parts of the country.

what you could call a failure of humanity is that the capacity do do such things (which benefit us all) is so unequally distributed between continents. But thats essentially criticism of wealth disparity, which is its own thing. The solar gap is merely a consequence.

its a failure of development. As far as I know, solar adoption does make progress in Africa but it is limited by upfront capital, by human ressources, and by societal structures (governance/et al). These are things that need to be overcome but its a bit harsh to call them "a failure of humanity".
