one thing I'm excited about: I made the hiccups variant more predictable. It no longer uses seeded RNG, instead Madeline hiccups in a simple repeating pattern

can we at least keep the 0.00035% chance for a gap of 72 frames between hiccups instead of 73 because of deltatime imprecision 🥺

on a slightly more serious but still unimportant note, this would break a couple strats for hiccup-only TASes that rely on the gap between hiccups being a certain number of frames mod 5(?) apart. but i'm literally one of three people who cares about this
