I think the scaffolding is the correct and safest way to do something like this. Using the lifts when they put them up was probably just the quickest way, which was necessary to appease the asshole-in-chief

When they put the letters on they didn't care whether they were doing a quality job. That's why it was faster.

Why are they using scaffolding? A manlift would do the job in 1/10 of the time and at much less cost--my guess is that they want to slow the process down so Trump has a chance to court shop to get an injunction to stop it
