Sure, they could do this but then those countries would simply purchase them from non-sanctioned countries like China, Vietnam, UAE, Malaysia, Singapore, even Japan or South Korea. I mean, Saddam Hussein was able to acquire western made computers even though Iraq was sanctioned to 11.

It's shameful what Texas Instruments is doing; it's in every Russian missile. The CEO and his shareholders are a bunch of criminals, their hands stained with blood, all while trying to pocket a dollar.

I think most of them are commercial components that can be bought almost anywhere. It's very difficult to end completely. It might be possible to find some key components where the supply chains can be controlled, though.

I haven't seen the full list, but most are < $10 parts manufactured by the millions. You can easily buy them online. You can even refurbish them from products that have them.

China is buying them from Western countries and then reselling them to Russia. Often through multiple intermediaries. I share the anger over this but it's nearly impossible to stop these technology transfers taking place unless the US put a complete embargo on all tech exports.

This illegal trade in Nexperia chips was one of the earlier elements/factors in the quarrel between Dutch management & state regulatories versus their Chinese owner & Chinese packaging/distribution plants. One of the reasons to demand more distance between Chinese state & Nexperia. A Chinese Wall...

The components are being resold via China through local businesses unaffiliated with the companies in question. It's extremely hard to prevent the illicit transfer of such tech.
