Second this. Doesn't Nostr already have dm encryption?

We’re going to use the PDS as an nsec bunker to sign nostr keys and then use nip104 mls encrypted groups and get the PDS to publish and host the signed nip-05 json for the user. We’ll need to add some methods to the PDS to store extra keys for a user, signing, encrypting, and decrypting.

You could maybe but that’s not really what MLS is designed for.

And why are the Epochs a number?! Why not make each Epoch a new shared secret?!

Yeah but you can just define a rule for how you handle conflicts in rotation the epoch number and then you don’t need a centralized server.
