This is a crowbar issue. Use it pry open his contempt for anybody who “doesn’t like him” and impeach him over this. The legality and optics are terrible, and if it’s not used against him, he’ll use it against everybody else.

Given how fickle he's been with FEMA already, it's not like he's surprising anyone here...
