Before mario maker, I always envisioned a game where you could build your own mario levels, in a tower defense sort of way. With the objective being to stop mario. I think your idea and my idea could combine to make a cool game. Rebuild the towns to gain output. Use that output to build levels.

You could gather resources by having Hulk/Bananza/Crackdown bits in-between the city building where Bowser reeks havoc on classic Mario environments. Essentially make a Bowser ActRaiser! People would go wild for it AND it'd fill a current hole in Nintendo's catalog of franchises.
