The emergency slide has to be disengaged before opening the door. They are put in the armed cond. for every flight. Each door has its own “arm-disarm” lever. It happens at least once every year or two in our cargo fleet. Just takes one person forgetting. Or not aware of the need to disarm it first

I don’t know how this would work on Air Force 1; but on a regular commercial jet, you could fly it, as long as you removed the spent slide, deactivate that door slide system, and you can’t use a certain number of seats near that door.
