Airports trying to “keep up” is a function of there being more air traffic at the airports, which last time I checked, the federal government can control.

I guess the question is who does this guy want paying for those updates, and how should they earn out their investment. And should new airports be built? Or larger/more terminals at existing? The ATC side is a little harder to cap/limit, but could be done.
