Kind of a philosophical question – at what point can you say that something cannot be done? At this point I believe we're in the second decade of the hotel special permit (can't remember what the first rezoning with it was – Hudson Square? earlier?), and nothing has been built.

That first one is less than a year old, so maybe it'll still happen. Although this is a very strange hotel – 38 units in 46,913 gsf of hotel area? I'm not sure what exactly that is, but it probably won't fit most people's definition of a hotel. That second one is already operational and has...

...been since before the citywide special permit was enacted. IDK what this filing is about, but it's not a new hotel, so it doesn't count. That third one has had no activity in over two years, and it was reported that they're abandoning the hotel plan and doing a resi conversion: archive.ph/jejIq

I'm sure that some day, if the special permit remains, hotel rates will rise so much that somebody will win the approval of and build a new hotel with room rates of $1,000/night or something crazy like that. But it looks like that day is not today. For all intents and purposes, the hotel ban stands.
