A driver hit me with their car today while making a right-turn-on-red. I’m uninjured, and also more angry than usual at how we let car drivers kill us with only the occasional, incremental, reactionary change to the street.

In the UK we have green "filters" at junctions (see diagram below). If the light is red you can turn on the green arrow "filter" but not otherwise.

If the filter is green the the lights on the crossing to the right would be set to red. It works.

We have that here too. Works well. But right-on-red? There are times it might be safe, but it mostly isn’t, normalizes bad driving, and also does not improve traffic flow and reduce idling as was the original goal. Total failure.
