I made a pixel art upscaling/rotation algorithm called cleanEdge! It makes rotating pixel art as clean as possible torcado.com/cleanEdge I made a tool for it too! drop your sprites in and get some nice rotated or upscaled versions :)

it can't easily be added as an addon without changes to aseprite, but including this has actually been discussed on multiple occasions! it hasnt ended up going anywhere, but it may happen eventually :) cc @davidcapello.com (there's absolutely no pressure for this, btw!)

I had a work in progress patch but wasn’t able to finish it. I hope to go back to it in a near future (still working for the new beta)

I know I'm replying a year later, but still got my fingers crossed for this to happen one day. It would help out tremendously on my professional workflow, I can't overstate it enough, so I'm wishing you the best of luck in implementing it
