The Justice Department has issued a new legal opinion stating that federal disability law does not require states to provide community-based services simply because a person with a disability could live outside an institution.

Money,and hate. Waiting list of in patient care for several disabled people are under funded as is. The demand for care is not being meet as is....this will end horrific for the most vulnerable. I hate it here.
