When I was in college I interned at a company whose entire thing was making those systems talk to each other.

best I could figure was that no one except the company was allowed access to the machine language or even raw binary data - "IT" was forced to use the interface. For all I know, there isn't any such thing anymore as a common binary data...I'm sure my understanding is obsolete. "Dumping" files

like I used to do with SPSS or SAS was a foreign concept to anyone I spoke with. There really should be no reason for a city like NYC not to be able to design its own systems internally. Should not have to call in "experts" from Silicon Valley, except that is how the commerce is designed now.
