Thomas Piketty@thomaspiketty.bsky.social

@insee.fr just updated its long-term data series on the tenure status of primary residences in France (1982-2026). The slow erosion of owner-occupancy that began in 2014 continues. Private rental is also slowly increasing, widening the gap with social housing.

Splitting owners with and without a mortgage shows a clear decoupling: outright owners rise, mortgaged owners fall. Probably linked to loans reaching maturity (mostly elderly households who bought when prices were lower), inheritances, donations, and a drying up of new mortgaged buyers.

#OpenData is not automatically transparency. When data is complex, fragmented or hard to navigate, it can remain opaque in practice. That’s why such projects making CAP farm-level subsidies understandable and accessible are so valuable. The website is available in FR, EN, DE and ES.

The firm systematically uses "rent supplements" to bypass rent control ceilings for "exceptional" properties, making its small apartments affordable only for high-income tenants (wealth deciles 8 to 10). 4/7

The article shows how this type of investor—symbolic of the second wave of financialization—has been able to penetrate and exploit a market generally perceived as heavily regulated. 5/7

Using a statistical model, I reconstructed its local investment strategy, revealing that while constrained by single-owner buildings, Akelius is highly attuned to pre-investment price dynamics and "rent gap" situations. 2/7

I also analyzed its pricing: for properties of equivalent size and location, Akelius sets rents 12% higher than private landlords renting directly. 3/7
