I guess there was a clearly defined War Generation who lived through a huge, traumatic, life-shaping experience – then a large cohort of people born after 1945 who were a clearly defined Post-War Generation, so for a long time it's been easy to equate 'old people' with 'people who remember the war'.

And from about the 70s/80s onwards, the War Generation started retiring, so since then it's been 'pensioners' = 'people who remember the war'. And because pensions are always an issue in UK political discourse, everyone who has become a pensioner since then is considered part of that PWRTW group.
