hot take: this should be in the compiler as an attribute that turns reachable panics into compile errors or warning (per project/file/function) yes this breaks semver, or makes panicabillity semver breaking, that's fine if it's opt-in.

the attribute could take a variant which says to not compile if you call a a function not labeled `#[wont_panic]` if you want to keep it semver compat. and for ease of use you can say "idc if a minor semver bump makes me no longer compile". for certified software you don't bump anyway
