The Junta regime in Myanmar are not going to give access to the UN in Arakan. The Junta have a long track record of weaponising aid, they block it from areas they don't control to inflict suffering on those they wish to oppress. Which in this case includes both the Rohingya and the Arakanese.

it sounds kind of ridiculous but i think you can make a not entirely facetious case that 1) the industrial revolution and therefore ~modernity is downstream of mass-market stimulants (tea, then tobacco and coffee) and 2) a key impact of stimulants is their effect on specifically certain ND types
