Seems to me the logical course of action for Ukraine is to target Russian refineries even more aggressively, to make it as difficult as possible to build up stocks of winter diesel.

Martsinkovich conveniently omits to mention the damage done to Russian refineries since 2023, damage that is still relentlessly ongoing. So the situation today is not the same as three years ago. Also DT does not ”need diesel”, he needs the price of diesel to fall. This ‘deal’ will not achieve that.
