Folks, I am proud to report that 2026 was an outstanding year for our Senate district in the state Capitol. Eleven of my bills were signed into law by the governor, including three landmark laws that are the first of their kind in the nation.

What a year! Eleven of my bills were signed into law by the governor, including three landmark laws that are the first of their kind in the nation: ✅SB 813 Evaluating Artificial Intelligence Safety Risks (1st in the nation) ✅SB 947 No Robo Bosses Act of 2026 (1st in the nation)

I was also proud to be a joint author of two other bills signed into law: ✅SB 420 No Tax Breaks for Detention Centers (with Sens. Padilla and Umberg) ✅SB 886 CA Technology Innovation and Ratepayer Protection Act (with Sen. Padilla)

✅SB 1350 Expanding Green Hydrogen (1st in the nation) Also signed into law: ✅SB 327 Protecting Ratepayers ✅SB 881 Helping Farmers Fight Hunger ✅SB 900 Campaign Finance Disclosure Reform ✅SB 925 California Fusion Energy Roadmap

In addition, the Legislature approved my Joint Resolution 18, calling for the overturning of the infamous Supreme Court case “Citizens United,” which opened the floodgates to big money spending in politics.

SB 1406 cracks down on tax scams in which wealthy Californians create phony shell companies to buy luxury vehicles in Montana and other states to avoid paying California sales taxes and vehicle license fees.

No worker should ever be fired or disciplined by a robo boss. AI systems have been prone to errors, bias, and misjudgments. SB 947 ensures human oversight of AI in the workplace. AI must remain a tool controlled by humans, not the other way around.

SB 947 bars California employers from relying solely on AI systems, known as automated decision-making systems (ADS), to fire or discipline workers. It also mandates human oversight and verification when employers use ADS to assist in termination and disciplinary decisions.

Fusion energy has the potential to provide nearly limitless clean, safe, and reliable power, while creating an economic ecosystem that will rival Silicon Valley. SB 925 will help ensure California is a fusion technology leader in the coming decades.

SB 925 requires the CA Energy Commission (CEC) to develop a strategic plan to advance fusion energy. The plan will identify opportunities to expand research & development, locate potential sites for fusion power plants & streamline permitting processes for fusion facilities.

SB 900 updates CA's campaign disclosure rules so that voters can better understand who is funding the flood of campaign ads each election cycle. Shoutout to California Clean Money Campaign and the California State Outdoor Advertising Association for sponsoring SB 900.

One of the most effective ways to address the state’s housing affordability crisis is to accelerate the construction of more low-cost housing, like ADUs. But CA homeowners and ADU builders are often frustrated by long delays – up to a year – to obtain utility service connections.

In addition to streamlining the creation of ADUs and Junior ADUs, SB 1196 will accelerate utility service connections for other small energization projects, such as an electric vehicle charger or a home backup battery.

SB 1196 directs the California Public Utilities Commission (CPUC) to establish clear timelines for utility hookups requests for ADUs, also known as backyard cottages, and institute penalties for utilities that fail to timely process service connection applications.

IOUs have been pocketing billions in record profits while Californians pay the second-highest utility rates in the country. And when ratepayers have attempted to lower their bills by creating a municipal utility, some utilities used their customers’ money to fight such efforts. This is unacceptable.

SB 327 holds utilities accountable and will stop them from misusing ratepayer dollars. Gov. Newsom signed SB 327 last night. The new law will take effect Jan. 1. Big thanks to The Utility Reform Network - TURN for sponsoring SB 327. More here --> sd05.senate.ca.gov/news/mcnerne...

Great news! @governor.ca.gov has signed my SB 881, the Farmer to Food Bank Tax Credit. SB 881 enables farmers, growers, and food producers to continue to provide fresh fruits, vegetables, nuts, and more to food-insecure families and receive tax credits for donating surplus food to food banks.

CA farmers and growers are among the most productive in the world, and yet too many Californians go hungry each year. SB 881 benefits farmers and food banks by helping ensure that surplus food from CA’s bountiful harvest each year doesn’t go to waste and instead will help feed the hungry.

During the "Government in Action" panel, I called for the immediate creation of an international committee, consisting of engineers from prominent and competitive AI labs, along with academics and government officials, to establish AI safety standards.

The panel event also provided me w/ the opportunity to talk to international leaders & AI experts about my landmark legislation, SB 813, which Gov. Newsom recently signed into law. SB 813 establishes a first-in-the-nation framework for independent evaluations of AI safety risks.

The event, “Governing at the Speed of AI: High-Level International Coordination for Crisis Preparedness at UNGA 81,” took place at UN headquarters and included heads of state, senior diplomats, and AI experts, with the goal of advancing international coordination on AI safety.

Privileged to deliver closing remarks last evening at a United Nations-related event in New York City on establishing effective oversight of artificial intelligence to ensure AI is safe and beneficial.

The event - "AI Evaluation Infrastructure" hosted by UNICEF, the UN Commission on Human Rights, and Humane Intelligence -provided an opportunity to speak with world leaders and AI experts about my groundbreaking legislation, SB 813, which Gov. Newsom recently signed into law.

SB 813 establishes a first-in-the-nation framework for independent assessments of AI safety risks. I also called for international cooperation to create AI safety standards. This evening, I'll be speaking at a panel event at the United Nations - “Governing at the Speed of AI."

Californians’ utility bills are already among the highest in the nation, and the rapid growth of data centers is threatening to send rates through the roof. SB 1168 helps ensure data centers absorb the costs of their excessive energy use, not ratepayers. sd05.senate.ca.gov/news/newsom-...

Great news! @CAgovernor is fast-tracking my SB 813, which establishes the nation's first independent assessments of AI safety risks. I also plan to introduce legislation in Dec. to implement the gov’s recommendations on AI safety standards, mandatory safety assessments & more.

Governor Gavin Newsom@governor.ca.gov

While Congress sits on its hands, California is leading the nation on AI safety. I'm issuing an executive order to accelerate third-party oversight of frontier labs and calling on world-leading experts to report back on proposals like "kill switches" for models.

I agree with Mr. Amodei, Altman and others that serious guardrails are past due for artificial intelligence. Ideally, safety standards or protocols would already be in place, but since no real constraints exist, targeted moratoria are urgently needed.

NEW! @cagovernornewsom.bsky.social today signed my SB 813, establishing the nation's first independent oversight of the safety risks posed by artificial intelligence. AI is posing unprecedented threats to humanity, and CA is taking the lead on AI safety. www.gov.ca.gov/2026/09/09/g...
