Hot spicy take: There's no way to safely have people live on the moon or on mars for an extended period of time. The only reason for people to live there outside of exploration or science is to sacrifice them in the name of capitalism. Cities would be a death sentence for people.

The safest planet and the most habitable one would be Venus due to its similarity to Earth's gravity and it's magnetosphere. Landing on the surface there would have you re-enacting the Titan Submersible. (Best bet would be building floating habitats in the atmosphere but $$$$)

Exposure to the surfaces of either body cause huge health effects on people. The lack of earth-like gravity would permanently destroy people's bodies. The lack of a magnetosphere to deflect harmful radiation would cause massive spikes in cancer.
