An update to my Review of the ‘Duty to Report Child Sexual Abuse’ law, which received Royal Assent on 29 April 2026. It concerns the absence of prosecutions for institutional failure to make prescribed mandatory DBS referrals. See s.95(2), p.16. tomperry940303.substack.com/p/englands-n...

It never stops being important that, no matter what the subject, politicians like Farage, Trump & Rubio are entirely untethered from the most basic requirements of honest discourse. They might turn out to be telling the truth sometimes but only ever in the spirit of stopped clocks.

Sco, Wal + Eng are data deserts on child sexual abuse and exploitation, unlike jurisdictions with well-designed mandatory reporting which rely of data gathering to inform policy. Let's hope the process does not coalesce around the label “mandatory reporting” while lacking its substance. It can do so only by disregarding the weight of empirical evidence. That comes uncomfortably close to discounting evidence because it carries inconvenient consequences viz #climatechange 2/2

The Govt’s impact assessment of the law shows referrals to LA's/Police will remain within the margin of error of the failing status quo. So, what is the point of the law? The Review provides some of the answer, as do earlier posts on my Substack. tomperry940303.substack.com/p/englands-n...

The Sally-Anne Bowen case would not have triggered next year’s new duty. The law is illusory: designed to shield statutory authorities from increased referrals. Its model has no precedent among the 82% of countries with mandatory reporting @catneilan.bsky.social

Fyi @suzannezeedyk.bsky.social. Something v. similar seems likely to be recommended in Sco. Neither govts will be enthusiastic abt cross-border divergence, both have underlying challenges of creaking stat svcs and criminal justice system. See earlier posts regarding Sally-Anne Bowen case + new law

Gavin, it really wasn't a different time. Then, there was no obligation on prescribed personnel to report suspected child sexual abuse, today, nothing has changed, despite this new law: bsky.app/profile/tom-...

Ugh, sorry to hear that, it was a different time. I feel lucky to have had a decent state school education in London but some of the teachers were cruel, creepy, or both. Talking of which, my secondary school chemistry teacher is heading for jail—see the news yesterday. www.bbc.com/news/article...

Review of the new law to be introduced next year may be of interest on two fronts @brianmoore666.bsky.social. Firstly, your interest in sport; secondly, as a solicitor. I much enjoyed your 5 minutes with Stadlen. Also EM'd TGT for whom I assembled her two PMB's for MR that Govt declined to adopt /1
