The browser was never supposed to be under constant development. Maybe add a new encryption algorithm from time to time. The entire point was stability.

Yes but unfortunately standards keep shifting, OS versions keep changing, and vulnerabilities keep being discovered, all necessitating changes to the browser.

The browser was supposed to be a simple client that provided access to any Web information source. Now it has more complexity than the operating systems we were using to create it. All those millions of lines of code mean a vast amount of vulnerable code surface.
