The structural problem centers on loyalty to Trump over the office itself. An envoy whose only constituency is one man cant negotiate for the country, because the country isnt in the room. Witkoff and Kushner are the proof, not the exception.

A real US administration would initiate a "Berlin airlift" regardless of Russian objections (when the Soviet Union cut off West Berlin from rest of Western Germany) US and allies initiated Berlin Airlift which meant allied planes flying over Soviet occupied East Germany to reach Berlin.
