as someone with professional experience in this area (specifically CDNs), I was honestly quite curious about this over the years. The last big update outage for MS2020 was a clue - their post-mortem hilighted Azure Playfab as one of the issues.

My best guess is that they (FS team & Asobo) are saddled with incompetent infra teams from the wider MS/Azure area.
