Those are two different things. HP & the Methods of Rationality is Yudkowsky's fan fic that was written to "teach rationality" (it doesn't). It roped a lot of people into the rat community. Roko's Basilik is a shitpost on a rat forum called "LessWrong". It & the user ended up banned.
