And they neglect to mention that prisoners are also counted in the US Census for representation, and the overwhelming majority of prisons in this country are in red districts. But let’s not give them too much credit; they don’t think about any of this stuff.

It would take a Constitutional amendment. See Art. 1, § 2 and Amend. XIV, § 2 (“Representatives shall be apportioned among the several States according to their respective numbers, counting the whole numbers of persons in each State… “)

European asking: how can undocumented people be counted for allocating seats? This sounds unhinged.

We have the Senate - which has 2 reps for each state. And we have the House - which allocates reps based on population. Population is the number of people actually living in that state, regardless of legal status. Higher population = more reps in the House.

I meant specifically 'undocumented'. If they don't have a legally acknowledged status, they cannot be counted.
