they are saying because non-citizens are still counted for the allocation for the House of Representatives......more undocumented people living in an area, the more Reps can be elected for a seat.

I meant specifically 'undocumented'. If they don't have a legally acknowledged status, they cannot be counted.

"Undocumented" means they don't have legal status. Usually for population census they go door to door across America to see who is here...
