Two possible facts about PotUS 47 can co-exist. He and his siblings were horribly abused as children. He is a criminal psychopath with no inhibitions who is dying, he knows it and he will inflict as much destruction on the world as he can before he croaks.

Maybe. But there are so many MORE people who were horribly abused who did NOT grow up to be psychopaths that I do think psychopaths brains were just damaged rent from the beginning.

I have never thought I would encounter a man who represents the pure distilled evil, vices and stupidity if mankind, but here he is. There is nothing good in him left to save. But he is also institution, and a spoiled rich baby who has never worked a day in his life or took responsibility.
