We could fix this by limiting stepped-up basis upon death for unrealized gains. The wealthy would no longer be able to pass assets on to their heirs untaxed.

They make 5-600 times the hourly pay of their employees but they don't spend 600 times more. They sit on it. Then they use that extra cash to buy political figures and get tax breaks. They're the true parasites!
