👋 Hi there #AlxSkeets! You may have wondered who is behind Eyes Off ALX - We are Alexandria neighbors who nerd out (prob too much) on law, tech, and government. We’re channeling it to help improve our city's tech decisions + protect your privacy, security, and rights. Learn more at EyesOffALX.org!

Flock cameras are item 12 TONIGHT. Removing Flock isn't enough if council swaps in another unvetted vendor with the same issues. Today is the day to speak out and message council if you agree. Eyes Off ALX has a sample email you can use here: eyesoffalx.org/act#write

PSA - ALX council is talking ‘bout Flock again in tomorrow night’s legislative meeting. Help us steer the conversation away from quick, unvetted replacements to advocate for: (1) removal of Flock cameras now, and (2) adoption of an oversight framework like the ACLU’s CCOPS… eyesoffalx.org/act#write

👏 Eyes Off ALX is delighted that @abdelelnoubi.bsky.social is publicly supporting @aclu.org’s CCOPS framework principles! As our advocacy alongside ACLU staff has emphasized, CCOPS is the gold standard for injecting public input, transparency, & oversight into local surveillance tech decisions!

Hope other ALX city council members will echo @aclu.org's CCOPS principles! In fact, at tmrw’s public leg meeting would be 👍! CCOPS is already adopted by cities nationwide and named a top framework by the Harvard Kennedy School. Proven, vetted changes to city tech decisions is what ALX needs!

👏 Councilman Elnoubi lays out a city plan for ALPRs that EyesOffALX.org applauds: 1. Turn off Flock now 2. Weigh privacy risks of ALPRs against claimed utility 3. Build transparency, public input, and oversight for city surveillance tech We will keep speaking out so others follow his lead soon!

Councilman Abdel Elnoubi said he submitted eight more questions to the department Friday on the readers' effectiveness. He shared them with The Alexandria Brief.

A single vindictive federal warrant and ALX's ALPR "guardrails" are useless. ALPRs don't reduce crime. Data for any other use can't be justified in today's political climate. Protecting our city, full of journalists, gov sources, and more = shutting down such always on & recording tracking tools.

Camera networks run by Flock, Axon, and others make it cheap and easy for investigators to link reporters to their sources or for authorities to harass journalists. That’s why FPF is proud to endorse the Get the Flock Out of Our Communities Act.

To summarize: The post above is about ALPRs, which don’t include & have important technical differences from traffic cams. ALPR guardrails that we’ve heard discussed won’t hold up in protecting expansive ALPR data collected BY DESIGN. This isn’t a statement about guardrails for any other tech.

👀 ALPR ban in AZ … Meanwhile in ALX, APD wants to keep Flock around while drafting more ALPR “guardrails." But guardrails can’t fix tech whose risks outweigh its claimed benefits. ALX doesn't want toothless guardrails. It wants privacy protected and public input. If you agree, 📧 the city today!

ACLU@aclu.org

NEW: Tempe just became the first city in Arizona to ban automatic license plate readers like Flock and Axon. Every city in Arizona and across the country should follow suit.

Huge turnout at the S. Washington St No Kings protest today! 🙌 Even though Flock ALPR cameras loomed just down the street - it was encouraging to meet so many Alexandria neighbors who are ready to get these cameras out of our city. This is what community looks like. 👏🏼

Why does ALX still have Flock cameras? A big reason: too few people understand that tech companies' incentives often work against local priorities and values. Bringing "tech civics" into our schools AND providing city stakeholder training would be so helpful…

Tech Policy Press@techpolicypress.bsky.social

New York Times tech reporter Natasha Singer, author of Coding Kids: Big Tech’s Battle to Remake Public Schools, makes the case for “tech civics”: teaching kids to ask who profits from technology and who is steered by it. “It’s about power,” she tells Tech Policy Press editor Justin Hendrix.

for some ppl privacy arguments don't resonate. 'nothing i do is illegal.' ok sure. but the case against surveillance goes beyond individual privacy. it's also abt the huge risks unregulated companies & governments pose to society, and as shown in this illuminating WSJ story, national security.

wsj.comVideo Cameras Are Everywhere—and Now They Are Being Hacked for WarThe highly vulnerable devices have turned into tools for combatants to track, surveil and attack the enemy.

We attended APD’s discussion on Flock tonight. Despite countless articles, damning senate testimony, and more, APD still isn’t advocating for Flock to be canceled TODAY. Parting ways with a discredited vendor is the bare minimum for leadership to ensure safety. Please share if you agree.

A bad partner cannot and does not keep Alexandria safe. Apparently this basic fact is something residents need to explain. Anyway - off to send City Manager Jim Parajon a message…

#ALXSkeets Can you spare an hour tonight? APD is hosting a Flock community listening session @ 6:30. Right now there is no clear timeline to move forward with change. Urgency to act comes from people showing up and sharing their concerns. Please help fill the room @ the Patrick Henry Rec Center!

This far from settles the ALPR debate. Using a tool IS NOT evidence the tool was necessary: police here also had a witness, private camera footage, and ballistics. Actual scaled research assessing if ALPRs raise case closure rates, especially for violent crime, is thin and has no clear correlation.

Meanwhile, ALX still uses Flock, a ALPR vendor who other law enforcement just testified to the Senate was engaging in "disinformation" and "dishonesty." If APD policing mentality is reduced to the ends justify the means, how does that make our community safer or more trusting? Answer: It does not.

An automated license plate reader system goes live Friday in the parking garage at Park + Ford, a 435-unit apartment building on Ford Avenue, over the objections of 109 residents who signed a petition asking management to stop it.

APD just hired Dr. Robin Engel, who also consulted with Denver, CO on ALPRs. Per ACLU: After Dr. Engel gave her blessing, Denver switched ALPR vendors W/O real input and without creating critical guidelines to protect privacy and personal info. Do you want this for ALX? If not, speak today!

People around ALX “actually don't want convenience at the cost of our privacy, safety and wellness.” It’s just common sense.

Ryan Belmore@ryanbelmore.com

APD says ALPRs don't do facial recognition. But once the data exists, third parties can AI-augment it with personalized profiles, including racial and gender analysis. Was that risk weighed before these cameras went up in ALX? No. ALX must take ALPRs down now and build a real review process!

Jason Koebler@jasonkoebler.bsky.social

Was chewing on 🥯 & ideas @ Chewish this morning: ALX neighbors who work in privacy, consumer protection, human rights, and tech started Eyes Off ALX. But what do folks in other fields want to know about these topics? Reply, DM, or 📧 hello@eyesoffalx.org. We’re here to spread knowledge & help ALX!

Yes, the lack of US data privacy is a big issue. But our local gov can take meaningful action to improve privacy today. Massive amounts of VC money are pouring into surveillance tech companies like Flock BECAUSE that data access is uniquely valuable! It’s not the same as data on your cell phone!

Alert: Seats still available right now at the APD public meeting re: Flock. If you are in Del Ray, please come to Duncan Library and show APD the community is concerned about unaccountable mass surveillance tech deployed in our city!

Alert: Eyes Off ALX needs your help TODAY (9/24)! APD’s delayed clarifications on its ALPR policy do NOT acknowledge tech risks/harms. We need folks to show up and demand real accountability. Meet us tonight @ 5:30pm Pork Barrel, then come w/ us to APD’s 6:30pm public session @ Duncan Library!

Will will be handing out questions @ Pork Barrel that folks can ask APD to highlight gaps between APD’s efforts at transparency and demonstrated ALPR harms (which so-called guardrails have failed to protect). Alexandrians deserve real transparency, not half-efforts that ignore underlying risks.

ALL OF THIS. 👏🏼👏🏼👏🏼👏🏼👏🏼👏🏼👏🏼👏🏼👏🏼 Eyes Off ALX members have been making these points to city stakeholders for MONTHS! There is no reason ALX should still have a contract with Flock, an irresponsible tech vendor who the city’s designated tech advisors argue is ACTIVELY harming Alexandrians. Enough already.

Mark your calendars. While people around the U.S. are tearing down Flock cameras, one group of hackers went a step further: extracting the camera's software too. @evystadium.bsky.social has more. Full investigation by @josephcox.bsky.social and @wired.com’s @dmehro.bsky.social here: www.404media.co/hackers-stol...

Power requires checks and balances: Convincing a judge with evidence and probable cause. Public transparency on motives behind and use of powerful tools. Independent auditors. ALX needs real checks and balance protections for surveillance tech in this city. Not just “audits” by the audited.
