Ukraine was for a second time not informed about the impending missile attack which suggest that intelligence sharing has been suspended or the very least decreased. Therefore, it is certain to assume that this is an organized effort with the current US administration in the White House at helm.

It has to be paraphrased that Starlink only operates in Ukraine and cannot be used on Russian territory.

The measure is therefore not aimed in stopping Ukraine in striking legitimate targets - including refineries - in Russia, but to deprive it from defending itself against an aggressive invader which never stops committing the most heinous atrocities.
