Everyone should read these threads I did about industry lobbyists and the EPA and understand them. Take the time to see the unambiguous evidence of what's happening now at this moment inside the EPA. Please retweet them. Please read them. Each one of the threads. It's happening in slow motion.

Notes on the last 50-50 tie in the Senate: From Jan 20 to June 6 2001, the Senate was 50-50. Rs became a technical majority on Jan 20 when Cheney became VP. Before Jan 20, leaders Lott and Byrd negotiated a "power sharing" agreement embodied in a resolution adopted by the Senate.

Byrd and Lott agreed to seek an equal balance of party interests in scheduling legislation & nominations. More remarkable, they promised not to file cloture during the first 12 hrs of debate on an amendable matter & not to fill the amendment tree to prevent the other party from offering amendments.

Byrd became president pro tempore initially; Thurmond was elected to assume that position at noon on Jan 20. Committee seats equally between the parties, as were committee budgets & office space. Either party leader could move to discharge a matter from cmte that had failed on a tie.

I visited MLK Community Hospital in South LA, the only safety-net hospital serving poor patients in the area. The ER was built for 25,000 patients a year; it gets 120,000. I saw patients getting treated in the gift shop, the chapel, in tents, even outdoors. And this is before the Medicaid cuts.

New Mexico? How about New Hampshire? (Hampshire, of course, is a ceremonial county in SE England.) Then there are the cities, including 23 named Paris. York is the obvious target, but how about Mexico, MO?

That $366 million Elon is spending to try and convince voters that Congress should stay Republican? It's more money than McCain's 2008 campaign spent. But it's also, relative to Musk's net worth, the same as a household at the median income spending $32.

Senate Ds taking to the floor to address presidential impoundments is great. They did nothing meaningful about it on the CR. Let's see what they do on full FY27 funding bills.

Susan Collins on how to push back on Trump’s $810 mill rescission: “One of the things that could be done is the GAO could be authorized to sue the administration under the Impoundment & Budget Control Act of 1974. So that's one option. But Congress would have to authorize that.”

Huh? Rail line complications give reason to doubt that this will happen for years. Involves switches from one major railroad network to another, mass investment in cars and locos, freight line bottlenecks, IA's intersection limits. For now, just trying to buy IA votes.

Exclusive: President Trump will announce a Minnesota company’s plan to build a $15 billion steel mill in Iowa, as he looks to counter voter frustration with the economy ahead of the midterm elections.

Right. "Cloture having been invoked, the pending motion to recommit falls." CR, Nov 13 2002, S10856.

ringwiss@ringwiss.bsky.social

The Senate has made a real mess of this. 1. They forgot to withdraw the committee-reported amendment and have just ignored it. 2. When cloture was invoked, the chair forgot to rule out of order the pending motion to recommit. (The Record incorrectly lists it as still pending.)

Other news organizations should leave the White House. They can of course still cover the administration--almost none of their coverage depends on being there physically. But they shouldn't stay there, raising their hands dutifully in the briefing room, as if it's business as usual.

Massie went on for over an hour reading his impeachment resolution… Giving notice of your intent to offer a question of privilege has a lot of potential as a method of filibustering (you have to read your resolution in full). It’s only a matter of time before it gets curtailed.

Challenges the view that constituents' knowledge of legislators' votes is better than we think. Actually, not so good.

At 1:30 today at The Contrarian, I will have a long piece looking at the 25 year history of futile attempts to deal with continuity of government, serious issues raised on 9/11, heightened by, among other things, Covid & the January 6 violent insurrection. Link will post then

If Hegseth runs for president, I expect him to come across like the West Wing‘s Republican candidate for president in an early series, Gov Robert Ritchie (James Brolin). Remember him? "Crime. Boy, I don't know.”

ATP and WTA tennis need an 7-month schedule that limits the number of major and 1000 Masters tournaments for players in that period. The ranking and financial pressures to play nearly continuously year-round seems to be hurting players and hurting the game. Playing Jan-Nov is absurd.

Wondering when the Roberts court will decide to double the size of the Supreme Court bldg, raise some private funds, start the project, ask Congress for more money, and rule against any effort to stop them.

Right. In addition to Rachel's bill count, several measures put this Congress at the low end of productivity. For example, the number of roll-call votes for the 111th-118th Congresses was nearly 1300 votes. In the 119th (2025-2026) so far, it is 645. They may reach 800.

Steve Benen@stevebenen.com

The more Mike Johnson brags about Congress’ “productivity,” the more I wonder whether he fully understands what “productivity” means. The alternative, of course, is that he's just brazenly and repeatedly lying about easily checked detail. www.ms.now/rachel-maddo...

The ranking of the 119th is likely to be only a little better on days and hours in session. Pages enacted into law is at the low end for modern Congresses, too, although much of that is the fault of the Senate. Action of approps bills may change that.

The moral imperative is clear: Democrats must self-regulate to avoid exploitation of small donors.

The fundraising texts you delete are working on someone. It’s infuriating and heartbreaking. An 85yo in Ohio gave more than double the value of his home. A 91yo in an Indianapolis senior facility gave 25K times. The DCCC/DSCC don’t just tolerate the spammers who exploit seniors. They take part.

Emmer is embarrassing, truly embarrassing. His state party leadership went to some trouble to nominate articulate, intelligent candidates for statewide office this year but they are stuck with this guy in US House “leadership.”

I don’t know how you could look at Donald Trump’s record to date and think it’s a good idea to give him more power to levy tariffs. But that’s exactly what the Senate is poised to do, on a bipartisan basis, in a bill coming up for a vote today www.thebulwark.com/p/senate-vot...
