As I understand it, there are many different business plans for commercial farming and not one of them doesn't depend on federal intervention at some level, and that's not a value judgement that's just life in an advanced industrial society that distributes food to hundreds of millions of people

It was designed like that intentionally so tax preparation companies could make money on filing and to make new taxes unpopular. The IRS already knows what you owe and could easily tell you what you need to pay, like most modern countries do.
