In the greater Seattle area, all mail goes to the S. 1st regional PO to be processed. If I mail my ballot to Everett, which USED to be a regional PO, it goes to Seattle to be postmarked which can take up to 48 hours THEN it comes BACK to Everett for delivery. USE. A. DROPBOX.
