If democrats need to message that republicans are in charge when republicans have said for the last 4 months how much they won the election by, the issue isn't messaging. The issue is that the american electorate are functionally brain damaged and there isn't much you can do to fix that.

In my opinion there should have been much more accountability by our government agencies all along. It is dumbfounding to most Americans to realize how much of our tax dollars are being wasted and how there seems to have been very little oversight by Congress.

Read the bill. It has 2 little goodies in it that are worth a shut down. 1: it allows the Pres to 'sequester' funds appropriated by Congress at his discretion. 2: it takes away any power Congress may have to adjust tarriffs with legislation.
