I have not read the CR; can you point to where this language is? I keep thinking that all the media wants is controversy to report and so have taken a gamble that electing someone like trump isn't really going to harm the country.

Well the difference is GOP actually wants a shutdown-since they can’t pass laws on their agenda doing “nothing” is the next best thing-DEMs weren’t going to “get anything” in a negotiation so a shutdown would just hurt their constituents more than it would hurt GOP constituents
