Many people don't have taxes automatically taken out. If the government isn't going to do what they are paid to (by our taxes), then we stop paying taxes whenever possible.

The day after Insurrection Act is invoked (after protests reach a crescendo): Bank accounts of targeted people frozen. Phones disabled. Mass arrests by “Homeland Security.” “Irregular” forces (Proud Boys, etc.) deputized. This will be implemented at lighting speed.
