Perhaps he thinks that the filibuster is more valuable to Republicans (who like to stymie the will of the people) than it is to Democrats (who like to use the government to get things done.)

There are not many senators (Dem/Rep) that are willing to put the filibuster baby to bed. Republicans like Thune, who have been in the minority and face the very real possibility of being there again next year, see it as a useful tool.

The SAVE Act disenfranchises their own voters, and some of them know it. It wouldn't be the electoral win some like to believe it will be.

It may be the one thing republicans are willing to nuke the filibuster over. If not they might find themselves in the unemployment line.

Keep in mind, EVEN if the Senate nuked the filibuster and this passed and was signed into law... the courts would STILL overthrow it because it essentially creates a 'poll tax' because people have to spend money to vote. And it would be unequally hard on women who have changed their name.

This may be wishful thinking, but I believe Republicans in the Senate are worrying less about norms and more about losing the majority. The last thing they want to do is open the floodgates with a Blue Wave pending.
