My theory is that it’s how AI has absorbed and reconstituted the way people use quotes for emphasis on flyers, rather than their grammatical purpose.

As someone who can only really describe themself as Clearly Not A Designer, sometimes I do those little squirties on sticky notes. This is not a compliment of the choice.
