Well, who did those testimonies come from though? Because Croatian camps might have been more likely to be seen by regular soldiers while the concentration camps were run by a unit of the SS. IOW, a Nazi officer serving at say, Auschwitz might not have been so disgusted.

Tbf I think the deal was that at Auschwitz everything was done behind closed gas chamber doors. At Jasenovac, they were literally beating Serbs, Jews, Romani to death with iron bars. Harder to "wish away"

They were a puppet state of the Nazis. I think close to a million Serbs, Croat Jews and Roma were among their genocide. Croatia, Bosnia and Serbia have always confused me. So much easier for my brain when it was Yugoslavia.
