I've heard it fairly often. Not the most frequent variant, but definitely in moderately common use.

My understanding of Dutch leads me to believe saying "wat de neuk" basically means more like "what the sex" or "what the doin' it" than how we mean "what the fuck" in English. Like "fuck" is not really a verb in that sentence but "neuk" is. So I can't imagine a single Dutch person ever saying that
