This sounds like a very common phenomenon and not at all a cherry picked set of incredibly rare occurences being used to demonstrate thoughness.

If they are genuinely seeking asylum, why shouldn't they use their assets to fund the cost of their processing?

And if you'd rather pay yourself, the government can add a special contribution to your tax return.
