Wait, what formerly living things are necromancers able to control? Not just humans, clearly, but can they control things that were formerly trees? Microorganisms that sank to the bottom of ancient oxygen poor shallow seas? Are necromancers like magneto for wood and plastic?

the necromancer lifted up his hands and the sand rose with him. the hero gasped “I thought you controlled the souls of the dead” the sand towered higher, and the shapes of long Dead Sea creatures formed above them. “Yes”, the necromancer cried, “but any living thing can die, and I control bones”

A lot of magic systems are based around visualization. So the sticking point may be can the necromancer earnestly see the gummy bear as a corpse and not processed food. Basically they must spend time meditating on the macabre horror of the gummy bear. Really internalize the horse slurry.

It's a god question, but I feel like we should step back and consider simpler versions of it incrementally like: Can a necromancer control a cooked fish? Can she control an uncooked steak? A cooked one? Can she control a bone after it's been used to make stock? Can she control the stock?
