The Constitution says they serve "during good behavior". They need binding ethics standards and oversight. I've heard it suggested that term limits, if implemented, should be 18 years staggered so that every presidential term going forward gets to nominate replacements.

Not sure I agree: A good initiative or policy should be able to survive a change in sponsors. Managing continuity is important, to be sure, but in the end things should be about ideas and actions, not personalities and obligations. Voter turnout is a good thing regardless.
