Stunning unfitness for office. But also reminding us that it is unworkable for the law to treat text/email as official docs when the comms they typically replace—phones and meetings—have never had such requirements. In order to use efficient modern comms, officials routinely create security risks.

Normally the Intel Community does a post-incident investigation. Involves a small team to assess how it happened, the damage, the risk of further damage, etc. Team usually a JAG, tech specialists, security specialists, and information cleared specialists. I've been on such teams. Is this happening?
