I work in state govt & this is basically how Trump’s cabinet is handling FY 25 appropriations & other active grants. Forget what Congress passed last March or last year. Doesn’t apply to this WH. Fed depts under Trump have held up or terminated billions of dollars illegally yet Congress carries on.
